In October 2017, the “China Distributed Energy Outlook” East China Launch and SDE (Sustainable Development of Energy) - Changxing New Energy Characteristic Town Forum was held. About 300 people has attended the forum, including officers from International Energy Agency, National Energy Administration, SUC PMC, China Energy Research Society, Zhejiang Provincial Government, Huzhou Municipal People’s Gov, Changxing County Government and the United Nations Environment Programme (UNEP), along with representatives from related industry, business and media attended the meeting. They witnessed the grand release of the "SUC SDE Town Program", and Changxing County indicated that it would take this opportunity to build a provincial-level characteristic town - Changxing Huaxi New Energy Town.
Planning Overview
The Characteristic Town is located in the southern part of Changxing County within the jurisdiction of Huaxi Subdistrict Office, which has an area of about 69 square kilometers and a resident population of about 36,000 people. The planning and design area is 5.26 square kilometers, of which 3.3 square kilometers are the scope of the town and 1.2 square kilometers are the scope of key construction.
The town is planned to be the highland of new energy product R&D, a manufacturing gathering place, a new product promotion platform, and a low-carbon life practice zone. Focus on the general idea and development direction of new energy industry development, the Town gradually form a new energy culture pattern with "one center, three circles and five networks" as the theme framework. “One center” means the New Energy R&D Center, three circles mean Public Service Business Circle, New Energy Science and Culture Exchange Circle and New Energy Plus Leisure Tourism Circle, five networks means the construction of Comprehensive Transportation Networks, Water Supply and Drainage Network, Energy Security Network, Communications Information Network and Ecobuild Network.
Industry
The town was approved to set up "Zhejiang Province Strategic Emerging Industries - Electric Vehicles and Key Components Industrial Development Base" in 2015, and "Zhejiang Province New Energy Vehicle Project Industrialization Base" and "New Energy Characteristic Town" in 2016.
The town's industrial development is planned for five sectors, namely, new energy R&D and design, high-end manufacturing, culture and popularization of science, new energy theme experience tourism and corresponding public services.
At the same time, the town speed up the construction of "3 + X" industrial system. Relying on Tianneng, Chillwee and other new energy leading enterprises, focus on the development of the three-pillar industry, which are new type of batteries, new energy vehicles (including key components) and solar thermal or photovoltaic. Then, cultivating the complementary business, including New Energy Headquarter Economy, Innovation incubation, cultural tourism and information services.
Within three years, it plans to invest 6.53 billion yuan, realize total industrial output value of 10 billion yuan, and reach 300,000 annual tourisms.
"At present, 350 enterprises have been stationed in the New Energy Characteristic Town. As of 2020, Huaxi Subdistrict has realized 9.4 billion yuan of industrial output value, with the Characteristic Town accounting for more than 90%, and the average tax revenue per Chinese acre has reached 280,000 yuan." an officer of Huaxi Subdistrict said.
