The Mainland and Hong Kong Construction Forum 2024 was held for the first time in Guangdong, Hong Kong and Macao Bay Area during 26-27 March, with Wang Hui, Deputy Minister of MOHURD, Liu Xinfeng, Director of Science-tech and Industrialization Development Center, MOHURD present at the opening ceremony for delivering speeches. More than 800 attendees including leaders from Guangdong and Hong Kong and housing and urban-rural development authorities around the country, academicians, experts, scholars and business representatives in the construction industry at home and abroad participated in the event. A number of urban and rural "future community" pilot projects built by SUC Institute in Quzhou, Zhejiang Province and Xinyang, Henan Province were included in the "good community" model recommended by the Forum and exhibited on site.

Guided by the MOHURD, the People's Government of Guangdong Province and the Development Bureau of the Government of the Hong Kong Special Administrative Region, the Forum is co-hosted by the Science-tech and Industrialization Development Center, MOHURD, Guangdong Provincial Department of Housing and Urban-Rural Development and the Hong Kong Institution of Engineers, with the support of the Guangzhou Municipal People's Government, and organized by Guangzhou Municipal Housing and Urban-Rural Development Bureau. It is reported that since the transfer of sovereignty over Hong Kong in 1997, the MOHURD and the Development Bureau of the Hong Kong Special Administrative Region Government have successfully organized 19 sessions of the Mainland and Hong Kong Construction Forum in mainland provinces and cities, which built an important bridge and platform for exchanges and cooperation between the Mainland and Hong Kong in the field of construction and shared resources.

Under the theme of "Deepening Mainland-Hong Kong Cooperation in the Construction Sector, Building the Guangdong-Hong Kong-Macao Greater Bay Area with High Quality, and Joining Hands to Promote the Construction of One Belt, One Road", the Forum includes a main forum, four parallel sub-forums and thematic activities such as business negotiations, research visits and exhibitions. SUC Institute applies the United Nations Guidelines for Sustainable Communities to build Lixian Future Community, Luming Future Community, Wonderful Future Community, and Lianhua, Yudong, Xikou, Hejiachong, Haotang, Gugang and other rural future community projects in Quzhou and Xinyang, as a "good community" model to centrally demonstrate the excellent outcomes of the "four good" construction proposed by the MOHURD and local exploration.
It is reported that the United Nations Guidelines for Sustainable Cities and Communities (SUC Guidelines) is the world's first international standard for sustainable development of cities and communities jointly developed by a number of UN agencies, which was released globally as an official UN document in December 2018. SUC Institute is the joint development organization and implementation agency of the Guidelines in China. After the proposal of the “Two Sessions” and the record of the General Office of the State Council in 2019, the MOHURD, together with the Ministry of Ecology and Environment, formally replied with an official document, supporting the promotion and application of SUC Guidelines in China and the countries along the "Belt and Road".
In March 2019, the Zhejiang Provincial Government released the "Pilot Programme for Building Future Community in Zhejiang Province", focusing on nine community future life scenarios to develop integrated innovation, aiming to build a number of "humanistic, ecological, digital" high-quality good life community models by carrying out the "future community" pilots in the province. "The SUC Guidelines is included in the provincial pilot training materials as an important content of the three value coordinates of "future community" and is promoted throughout the province. Since March 2019, with the support of Provincial Development and Reform Commission and Zhejiang Quzhou Municipal Government, SUC Institute launched the first batch of pilot projects of "future community" in Quzhou and acted as a consulting organization for the whole process of "investment, planning, construction, operation and management" of the project. At the same time, SUC Institute took the lead in developing the first "Criteria on Building Rural Future Community" in China, starting the pilot building of "Rural Future Community" in six counties (at city and district levels) of Quzhou with consulting services provided throughout the whole process.

Over the past 4 years, Quzhou Lixian International Future Community, as the first future community project recognized by the United Nations SUC Guidelines and Zhejiang Standard in Zhejiang Province, was completed and delivered in October 2023, solving the problem of high-quality housing for 3,000 people, directly benefiting more than 8,000 people, introducing more than 1,000 high-quality talents, and was selected into the Typical Case of Urban Renewal and Renovation of Existing Buildings in China 2022. The outcomes of the first phase of the Lianhua Rural International Future Community were presented in September 2020, becaming the first rural future community to be completed and opened in China. By the end of 2021, the community introduced 198 "new villagers", with the average annual growth of per capita disposable income of peasants of 15.1% and the annual growth of village collective operating income of 62.4%. It has been selected as one of the first batch of typical cases of common wealth modernization in Zhejiang Province. In December 2021, it won the International Awards for Liveable Communities (Environmentally Sustainable Project Award) with a tie for the first place in the 20th Finals of the UN International Awards for Liveable Communities, realizing the zero breakthrough of Chinese rural villages in this Green Oscar competition. As of 2023, the outcomes of urban and rural future community construction, including Luming Future Community, Yudong Rural Future Community and Xikou Rural Future Community, have been presented successively, with all indicators realizing significant positive improvement.
Since 2021, under the support of the Science-tech and Industrialization Development Center, MOHURD, SUC Institute has been working on promoting the mode of urban-rural future community to Xinyang Henan, aiming to explore creation of future community specifically for central plains region. As the first pilot project of future community in Henan Province and the upgraded exploratory version of future community model, Xinyang Yangshan Wonderful Future Community started construction in 2022. The first phase of the project was completed and topped out in 2023, becoming the province's "top seller" for two consecutive weeks. The project adheres to the principle of not following the traditional real estate property development, with introduction of the United Nations Guidelines for Sustainable Communities and its management system. Before the land is offered for sale, SUC Institute has developed a systematic design plan and management & operation plan of "three kinds of ten scenarios and seven international indicators", implemented a new mechanism of "separation of investment and management, orientation of lease and sale, fixed tax on acreage, and granting of land with program", created the new mode of "issuing real estate license, acquiring land on platforms, construction by real estate enterprises, and green finance", and realized the new standard and new benchmark of community construction with "high quality, low house price, zero property fee, self-balancing capital, and sustainable operation". The community will become a new platform for "talent gathering" and a community of quality life. At the same time, significant breakthroughs have been made in stabilizing housing prices, land prices and expectations, as well as in promoting the transformation of the real estate industry from "development-oriented" to "operation-oriented", and from "house-making" to "life-making".
At the same time, the first phase of Gugang Community was completed last year, becoming the very first example of “rural future community” renovated at rural resettlement area in China. The construction of Hejiachong Community and Haotang Community is advancing smoothly, with overall effect favorably reflected. A variety of rural "good community" models have been presented in Xinyang. Solid steps have been taken to realize the dream of human settlements on building "four good" proposed by the MOHURD.

In November 2023, the Science-tech and Industrialization Development Center, MOHURD and Henan Department of Housing and Urban-rural Development made a special survey on the construction of "good houses, good neighborhoods, good communities and good urban areas" in Xinyang. In response to the new model of Xinyang Urban and Rural Future Community Pilot Project, relevant leaders of the MOHURD and the Provincial Department of HURD highly praised Xinyang for realizing a real "first in the country" and achieving lots of innovations, "not only exploring deeply and practically, but leading at the forefront of Chinese cities in many aspects". The city has achieved multiple innovative outcomes. The global theme forum of "World Cities Day 2022", the "China Housing Expo 2023" of MOHURD and the China-ASEAN Expo 2023 (Nanning) all witnessed that Xinyang habitat science-tech industry and practice mode and innovative achievements of building "good community" in urban and rural areas have frequently come out of the circle, shifting from the central to the local level, increasingly widely noticed by all walks of life.
